Help shape the future of Lexington

In 2023, Lexington's Planning Commission recommended a 2,800 acre expansion of its Urban Service Boundary in five locations across Fayette County.

Now, we have one year to create a plan for urban development, transportation, parks, and infrastructure and more in the expansion areas.

The City of Lexington’s Division of Planning are leading the 2024 Urban Growth Plan process. Alongside planning staff, the city has hired TSW Design as a consultant to help research and write the Master Plan. TSW is also working with a variety of local organizations to fill in the project team; including Gresham Smith, Partners for Economic Solutions, Southface, and CivicLex.

The Process

Part One:
Gather Information & Input

We’ll develop guiding principles for the expansion areas based on community input, market data, and an understanding of existing conditions.

Part Two:
Build Concepts & Draft Plan

The guiding principles will help us develop concepts for how urban development, transportation, parks, and infrastructure should be built in the areas.

Part Three:
Review & Check

We’ll gather public feedback on the concepts, make any needed revisions, and then create a detailed plan for how these concepts will be implemented.

What values will guide the plan?

The 2024 Urban Growth Plan will be guided by:

  • Five values from Lexington’s 2023 Comprehensive Plan, which express the needs and desires of the entire city

  • The individual characteristics and existing conditions of the five expansion areas

We want to know how this expansion can…

  1. Build Successful Neighborhoods through housing, neighborhood design, and community facilities

  2. Protect the Environment, including Lexington’s waterways, carbon footprint, and natural resources

  3. Create Jobs & Prosperity by attracting jobs to Lexington, building up local businesses, and improving economic mobility

  4. Improve Transportation Networks with complete streets, public transit, and better traffic management

  5. Promote Social & Racial Equity through housing, transportation jobs, and policy

We also need to consider the existing conditions of…

  1. Parkers Mill & Man O War

  2. Winchester Road & Hume Road

  3. Athens-Boonesboro & Brenda Cowan

  4. Todds Road & Canebrake Drive

  5. Blue Sky
