Welcome to Lexington's 2024 Urban Growth Plan survey!

Want to shape how Lexington's urban area grows? This is the first step you can take.


The 2024 Urban Growth Plan is designed to plan for the first expansion of Lexington’s Urban Service Boundary since 1996. 

In October 2023, Lexington’s Planning Commission selected the following five areas for expansion, which we’re calling:

  1. Parkers Mill & Man O War 

  2. Winchester Road & Hume Road

  3. Athens-Boonesboro & Brenda Cowan

  4. Todds Road & Canebrake Drive

  5. Blue Sky

The 2024 Urban Growth Plan will guide how urban development, transportation, parks, infrastructure, and much more will be built in these areas.

To build the plan, we're aligning the values from Lexington’s 2023 Comprehensive Plan, which express the needs and desires of the entire city, with the individual characteristics and existing conditions of the five expansion areas. 

This survey is designed to gather residents’ perspectives on the 2023 Comprehensive Plan's themes, which emerged from over 15,000 public comments from On the Table 2022.

During On the Table, we heard that the top five priorities for Building Successful Neighborhoods were:

  • Amenities & Quality of Life: neighborhood facilities, community events, and healthy living

  • Walkability/Bikeability/Accessibility: better infrastructure for walking and biking

  • Traffic Calming: slowing down traffic to make neighborhoods safer

  • Safety: preventing and responding to crime 

  • Urban Greenspaces: providing access to parks and green areas in neighborhoods

During On the Table, we heard Lexington's top priorities for protecting the environment were:

  • Environmental Sustainability & Resiliency: General "green" projects, including reducing carbon emissions, litter prevention, and native plantings.

  • Recycling/Composting: Adequate recycling and composting facilities 

  • Trees: Growing Lexington’s urban tree canopy, preventing tree loss

  • Urban Greenspaces: Access to parks and green areas in neighborhoods

  • Rural Greenspace Conservation: Conserving existing rural greenspaces where possible

  • Housing Affordability: access to affordable, quality housing and reducing housing costs

  • Wages & Benefits: high-paying jobs with good benefits

  • Economic Equity: increased opportunities for low-income families and individuals

  • Economic Development: space and resources for new businesses and attracting employers

  • Public Education: easy access to high-quality, free public education

  • Walkability/Bikeability/Accessibility: Robust facilities for walking and biking in neighborhoods and throughout Lexington

  • Traffic Congestion: Managing traffic congestion

  • Traffic Calming: Slowing down traffic to make the environment safer for pedestrians

  • Infrastructure & Utilities: Ensuring high-quality roadways and utility service

  • Housing Access: Meeting the demand for housing across all income levels

  • Housing Affordability: Ensuring access to affordable, high quality housing and reducing housing costs

  • Economic Equity: Providing increased opportunities for low-income families and individuals

  • Social Services: Ensure access to social services throughout Lexington
